Whilst is it excellent news that the draft law is being consulted and that the general tone is very favourable and that in the future, if passed, the legislation will facilitate foreign investment, our focus needs to be on our current existing solution offer I.e. the special purpose certification.
The current unknowns as far as I can tell are:
1. At what stage is the spc paperwork at with all the ministeries i.e. all completed and submitted or not?
2. If not, will all the ministeries be able to complete and submit the required paperwork before nadaam?
3. If not how long will naadam delay matters?
4. Parliament closes this wek and reopens early October. Does cabinet sit during the parliamentary recess?
5. If so how often? Is it regular meetings or just ad hoc when need or emergency trigger a meeting?
And before Ms VG gets the giggles, No, I don't have the answers. Im formulating my thoughts in order to share with the board to see if anyone has any interesting and helpful comments.

Drafts laws (bills) are consultations papers before being formally introduced to parliament for debate and usually with amendments before being voted on by parliament.
What we need is the special purpose certification is approved by cabinet. This is currently with numerous ministries.
Will these ministeries be working during the prolonged naadam or only shut down during the state nadaam?

A few assumptions in there (fair enough though, we work on the margins of speculation) but I think if it was of such national and economic importance as emphasised constantly by some on here, they'd have stepped in a while back and not asked Buck to try a 2nd time with local govt. I do think a lot underestimate the political fear here. How many of us actually have any grasp of the Mongolian zeitgeist?
