Kirk (of Harbour) is an accountant and ex CFO who, since leaving Hess, has done deals to acquire very mature oil and, earlier on, gas assets. He's not done significant development, let alone exploration, maybe never will.
From what we've seen the last few weeks he has no real idea how to even talk about development or exploration, having led a right dance about the Dunottar well. I'd say there's no familiarity there with the mindset. He's the wrong person for Harbour to have in his current role, but he came as a founder with Chrysaor and then was redundant (imho) in a finance or CEO role after Harbour acquired 90%, made Kirk even richer, and put Linda Cook in. He became a sort of Harbour "oil man" which is faintly ridiculous.
With hindsight, and for what it's worth some unease at the time, there was no chance rkh and Sea Lion was going to get anywhere in an organisation where Phil Kirk was important. Or it would have been a mistake and another disaster if the two had stayed in the same entity.
