Neither NAV's style, nor would it be optimal given the antis about, to announce with any detail that something is in place pending agreement on other things. Just gives antis something to target. Funding, fid, fpso and most else that's needed for sanction can't be confirmed without everything being in place. So I'd expect NAV to do it all in one announcement.
