Your simile about hotdogs was not very apt as pork for hotdogs is as likely to be as scarce as steel the way things are going! And I doubt very much if any ink for the licence has been applied yet, there could be nearly a month to go.
My original posting was comment about how the shortage of gas (as we can't currently store it) will affect HARL and much more. IM and many more large scale holders are crucial.
The points were that the country has allowed things to fall far behind due to poor planning and false economies and to catch up, proper forward planning is now required.
As coal has been ruled out (for now), gas is required for the UK's steel production (the mills have been complaining in the last few days about the gas shortages, too). We badly need vastly increased gas storage but there will be a vicious circle if we can't produce the inputs necessary for construction.
The point about the low pressure in the gas mains is that gas can't be rationed, or turned off like water and electricity. If it has to be cut off, it could be a disaster for all. To function at all, HARL needs electrics at all sites as well.
This country is in such a mess that the Government has to be pushed into action. The steel and other inputs for the wind farms were ordered a long time ago when the situation might have been rather better than today. HARL needs to plan too, or it won't just be IM that gets delayed.
If the UK can't produce materials, orders will go to China. Apart from our own industries missing out, the Chinese will burn coal in their hundreds of power stations for production.
