Doesn't sound like that to me as 'taking a stake' implies investment at some level as per the finance minister's comment.

What we don't know is at what level the investment will be but we have a massive margin in the current SP when you think what 100% might be worth.

Chilean Government and Congress will have to balance what they want taking into account how it will affect inward investment, so I don't think it will be half as bad as many are trying to make out.
