Git, think of the fuel cell as a tap, it has a rated output, think of the battery as a bath which stores the energy and think of the car (the electrical load) as the drain.
Tap (fuel cell) supplies a finite amount of energy (water) into the battery and the battery flows into the car.
The battery balances the differences between the supply and consumption. Ie the load requires a higher volume over a shorter time period and the battery depletes during charge. The fuel cell continues to feed into the battery at a lower rate over a constant period. Overall result is you balance the needs of the load without oversizing the fuel cell and the battery evens out the peaks of demand.
Not that difficult.
