It does but it specifically states that the intent must be to influence them in their capacity as a foreign public official.
Given that the foreign public official is demanding, in writing, that the costs to take this to Cherie Blair's place in London are to be met by Mkango, I don't see how any attempt at influence was made. On face value, it's presented as a black and white fait accomplit far closer to blackmail on behalf of the AG IMO.
You could go the route of what service was/wasn't performed properly for the money etc but again, you're then likely to be pulling Cherie Blair, and/or her representatives, into the dock and as long as 9-bob note Starmer is in charge of the judiciary that's never, ever going to happen.
If there's any truth to this at all I suspect the AG used Cherie Blair's company as cover, knowing that it would never make it any further than hearsay due to her company's involvement - she does have history in the country so it's a decent shout IMO.
He's likely made himself a target for Tony Blair's wrath in the process to boot - rather him than me.
I think this will quietly disappear without another word being spoken - there's no onus on the BOD to do or say anything IMO based on the ropey "source" unless it ends up in the Telegraph/FT tomorrow then maybe it's a different matter.
