Very simple - Lloyds is inextricablely linked to the health of the UK economy.
Brexit, domestic politics etc are very important to Lloyds and the environment
in which it operates.

Although politics may be increasingly important to UK utilities,
as non cyclicals they are arguably far less tied to the wider UK economy.

I could see somewhere near low mid 40's at the trough of a bear market,
back in the 20's very much doubt - never say never etc, but I don't envisage that low.

Personally don't go short, holding a large % in cash.

There are increasing rumors Johnson is set to announce
a challenge to May. This is one reason behind the rapid UKX sell off,
as a no deal scenario becomes more likely if the womble ends up PM.
