No commercial use is hardly surprising if nobody has ever found titanite in commercially viable quantities.
There are people who are very good at explaining how something can't be done. Then there are people who just get on and do it.
This reminds me of 1930's history when engineers were discovering the wonders of jet propulsion. I imagine there were politicians and accountants heard saying words to the effect of...
"I am not aware of any factories in the world where jet engines are used commercially to produce aircraft products."
