Well I hope they've improved their public relations/diplomacy and residents' engagement skills since 2019. Wiki says that there are only 2500 residents in the Matad Soum. I dont know but I guesd many may ne related as well.

Petro Matad appealed to the police to hold the company accountable
Aimag and soum authorities, as well as citizens and civil society organizations, strongly opposed Petro Matad's illegal oil exploration in Matad soum last year. As a result, the Aimag Governor issued an order to forcibly vacate land A / 600 No. 2019, and on December 11 of the same year, Matad soum organized the land acquisition. E.Tumurbaatar, the governor of Matad soum, said that the company would conduct an environmental damage assessment and rehabilitate Petro Matad. Matad soum has appealed to the Dornod aimag police. In particular, Petro Matad LLC was investigated and prosecuted for environmental crimes under Article 24 of the Criminal Code.
I think the problem will.be solved but Matd will have to offer something half decent.
Looking at the history Matd has always donated to the locals.
Reminds me of a western oil and gas project I seen, the oil company had to go to outrageous lengths to buy off the local population... They were giving 6 figure sums to fishermen for "disruption" to fishing, etc, the problem was anyone who had a boat was claiming to be fisherman, there was all sorts of scams on the go, people were buying inflatables and claiming to be fisherman... The difference between that situation and this is Mongolia is sandwiched between Russia and China and nobody is queuing to setup shop in Mongolia, and also they need to start producing oil for their refinery + pipeline project,

"At the same time, efforts are continuing apace to get the government to remedy the legal contradictions related to land access and usage issues that have previously impacted the work of Petro Matad and other operators in Mongolia. We are advised that proposed legal changes confirming land use rights, including input Petro Matad has provided, are working their way through the approvals processes within the central government."
I can only see one winner in this contest, the local council / permit office can play funny c__$ for a while, but the central government need new field development and exploration to ensure the oil supply to the refinery project + pipeline...

I think the only way is Matd needs to get the main government involved.
Surely they have given licence to matd and must have more power than the local governor.
The lady in question has made another post 5 hours ago:
"The 20th square of oil, Petromatad company's BONNU Khatandalai LLC has a obligation to submit a resolution of the 13th resolution of 2020.07.06 to the Khatandalai LLC."
Looks like they want PM to resubmit something that has disappeared from (or was never originally put in) the archive from almost 2 years ago, this smells to me like a game of "lose the paperwork", the local council / permit office can keep tying things up indefinitely with these sorts of games (haven't followed procedure / paperwork got lost in the archive / meeting couldn't be held that day etc. etc.) then refusing to issue permits...
Look at the the Facebook clip which o posted earlier.
Land was revoked on December 2019.
So no ones signed the approval.
We are in the same situation as 2019.
Besides money raised and exploration licence no other progress has been made.
It was never signed and approved. Read it properly. They still have not got access to heron

Petro Matad Limited ("Petro Matad" or "the Company"), the AIM quoted Mongolian oil explorer, provides the following update on the Heron-1 and Red Deer-1 wells in Block XX, eastern Mongolia.
Further to its announcement on 14 August 2019, the Company reports that all processes for obtaining the land permits for the Heron and Gazelle well sites have been completed and issuance of the permits is waiting on final signature by the local governor. In the meantime, operations are continuing as normal at the Heron well site and based on current performance the drilling and logging of Heron-1 are forecast to be completed around 9th September.”

Was ready and I sincerely hope this isn’t the case, but progress this year is disappointing, you’d of thought with two years on nothing it would be all lined up ready to go.
I was a fan of Mike Buck before the dodgy placing and the inactivity this year …..but the only honourable thing he has done in last few years is take a pay cut during period of inactivity.
All in all I do think this will come good, my average is around 3.5p, currently have £120k worth…..but fully ready that this could take anything from 2 months to 2 years to get back to 30p area.
Hopefully it will all come together.
I think PM just needs to offer a good deal to the locals and they will favour the heron field.
It's a situation for the government to sort out.
They are inviting foreign companies to do business but then are facing them with awkward situations.

Local representatives did vote in favour of MATD back in 2019.

The Erdenebadrakh bagh meeting did not include the resolution at yesterday's board meeting. I am sorry for my actions, so I asked you to annul this resolution.
Due to TUYAMAA's own decision, the resolution was publicly discussed and annulled.

It "appears to be" revoking a resolution in support of PMs environmental impact statement that seems to have been passed without due procedure by an officisl of Matad Soum and the activists dont appear to think goes far enough. Thats my personal reading of it....assuming its not an elaborate 2 year fake news story as some think

How does he not know that you need local permit to start drilling.
He had no work permit for workers

And then took the local governor to court .
He really made balls of the whole situation and made enemies with the locals for not respecting the local governor.
He need to prove or go. He has only made bad decisions by going will on exploration when he had an appraisal opportunity to kick off the season with. Instead he wanted 30mill on chasing wild horses.

From what i can gather, these activists been busy pushing for more emphasis on the Environmental impact on local communities from any new drill permits issued by Centtal Govt going forward.
They want some sort of Framework in place to mitigate any Environmental impact and pushed for resolutions to that affect. Given PetroChina lack of effort in past years in terms of Environmental impact / consideration. Nothing to do with revoking any existing permits.

I think we need to keep in mind the following regarding the local permitting and local eco-protester problems:-
- Matad soum has a population of about 2500 people, or about 0.0004% of the population of Mongolia.
- There is a multi-billion dollar infrastructure project in progress (refinery + associated pipeline) which will bring energy security to the 3.3 million citizens of Mongolia
Does anyone believe that the Mongolian government will allow the local county council/permit office of a region with population of a couple of thousand people to derail its plans to bring energy security to the entire country?
The answer is obviously no - especially given the direction of travel of the oil price.
I don't have any concerns here, possibly in the worst case this may cause a short term delay, but in reality there can only be one winner in this contest - the needs of the several million will outweigh the needs of the couple of thousand.
If there is any dip in the SP I will be taking the opportunity to buy the dip and wait for reason to win out.
