mlq/ the port and railway line are combined , can not have the port with out the railway line , if you look back you will see that the above was been processed has a bulk purchase i.e mine port and rail ,
you can not have a mine with out direct transport in this case its a railway line which makes the mine viable,
no way would anyone buy a mine or port with some kind of transport but there again you never no,lol

@MLQ This is relating to the transfer of ownership of the private port to us so it's very good news indeed.
ANTAQ Resolution No. 57/2021 was published, which establishes the procedures for the transfer of corporate control or ownership of an organized port concession agreement, port facility lease agreement and adhesion agreement for the exploration of a port facility.
