RR - you can refer to this article, which (AFAIK) contains a copy of the only press release from FRR this year. The press release explains FRR role and might help you understand the "owns the initiative" bit. Hope it helps.

" which owns the initiative " - perhaps a phrase has been spoiled in translation ?
Sounds positive. But, what is it actually saying ?
Also, it does suggest that we are making progress in other areas, demonstrating our effectiveness.
Bring it on !

An update on the tender process has just been announced -
A new competition for the development of hydrocarbons on the Black Sea shelf based on production sharing agreements (PSA) can be announced in March 2020, said Roman Opimakh, head of the State Geology and Mineral Resources Service (Gosgeonedr).
About this with reference to Interfax-Ukraine reports BusinessCensor .
"A new competition will be organized regarding offshore sites. How many of them can be - is currently being determined. I think this process can be launched in March 2020," he said at a press conference in Kiev on Friday.
As reported, on April 12, 2019, the Cabinet of Ministers announced a tender for the development of hydrocarbons within the Dolphin section on the Black Sea shelf under PSA conditions. The agreement is valid for 50 years.
According to the terms of the tender, the deadline for submitting applications for participation in it was 60 days, which is 30 days less than the deadline for submitting applications for the tender in nine land areas. Four companies applied for participation: the American Trident Acquisitions Corp, the American Frontera Resources Corporation, which owns the initiative to develop the Dolphin site for PSAs, controlled by the State Oil Company of the Republic of Azerbaijan (SOCAR) Caspian Drilling International Ltd. and one of the largest private gas producers in Ukraine, Ukrnaftoburinnya.
On July 27, 20-19, Prime Minister of Ukraine Volodymyr Groysman announced his intention to invite the Cabinet to consider the possibility of announcing a new tender for the development of a hydrocarbon section on the Black Sea shelf. His initiative was supported by Alexander Danilyuk, who at that time held the post of secretary of the National Security and Defense Council of Ukraine.
In September, the Cabinet of Ministers canceled its own decision to launch the PSA contest for the Dolphin offshore section. ????????:
