I don’t think their work will be totally obsolete.

The change of land use required consultation with stakeholders and to be proven the mine would be safe and beneficial.
I believe that is still required and some of the work that is ongoing now as part of the mining licence. It seems to me rather than being a two stage process of change of land use and then a mining licence it has now become one stage. However, a lot of the same work is still required.
Good question Sheds... If it did Im sure it would have been communicated by now...so my guess is the old process must compliment the new process in some way and hence no communication on it. Needless to say the 18 months is just about upon us so we will know soon enough !!
Hi Bricks do you know if the new legislation rendered MAGMA's work obsolete, hopefully a lot of what they were doing from Sep 18 is still relevant to the new process?

The period under review also saw beneficial changes to the local mining law dividing the development permissions for projects into two groups; energy related (coal and uranium) and all other mining activity (which covers lead, zinc and silver, being Toral's focus). Our expectation is that mining activities involving well known lead, zinc and silver commodities will have fewer legislative issues surrounding them than project's within the energy grouping. The results of our exploration activities will be communicated to all stakeholders within our local area, in addition to the wider community and offtake groups, and our next phase of work for Toral will see us progress our formal stakeholder engagement process and move towards a potential mining licence application and development decision.

Each mining project will now be considered on a case by case basis. Each will be assessed upon Environmental and other stakeholder factors. Previously, applications were required at a municipal level in certain rural areas to change land use status in order to develop mining projects.
Laurence Read, Executive Director of Europa Metals, commented:
"This change to the relevant land use legislation establishes a responsible framework for assessing appropriate mine developments compatible with urban planning in the region of Castilla y León, Northwest Spain, based upon detailed environmental assessment work and stakeholder engagement.”
I should add I haven't read the 'Boletín Oficial' as I can't read Spanish, it might be clearer in there.
Hi Storey is that from the top? Interesting because the 28th March 2019 RNS (detailing the legislation change) doesn't make it explicit that you don't need the land-use licence just a change in the process.

We don’t need to apply (or wait for the result) for change of land use anymore.
Legislation changed.

Now each application is considered on a individual bases which is what all the stakeholder and environment work is for. It’s straight to the mining licence now.

After receiving the change of land use, we have to apply for a mining license, which could take quite awhile. As someone said earlier we cannot forward sale unless we have a mining license. We all know finances will run out after Mets. What then? GLA.
SwN - It's not something I know about to be honest, I remember Oil saying the same thing a while back though. I would have thought some arrangement could be made but there would be an additional discount for the risk. It's my best guess that EUZ are endeavouring to push the project as far forward as funds will allow to be able to market a kind of 'pre-feasibility ready' package for the next player. It would have been ideal to complete the PFS ourselves but hopefully if, as we hope the interested industry bodies have been following and partially guiding our works (evidence in the last interview) the discount won't be pernicious but fair.
TLS Shed. Some good points you make. I have recently been thinking that the silver could not be forward sold either without a mining license, as who is going to give hard cash and their money is in the ground forever
The land use application process was initiated mid September 2018. Estimated to take 18 months to complete. All seems to be lining up well indeed.
Gam I think the change in land use application will have to go through before the mining licence can be applied for. Hopefully the MAGMA consultancy will come back with that in the bag on time (soon).
I totally agree they should all be done by now,bar one the minening license.they must be in talks with someone.
