I posted the Nepal Smart Meter Road Map at 12:22 this afternoon, along with some text. But thank you for the additional information from August 2019.
I too, have been following the Nepalese smart meter program with interest, for some time . When I read the $200 million loan report, I remembered something that had been reported in a CyanConnode Annual Report. It turned out to be from the 2018 report, which I have posted above.
So we will have to see if/when anything develops, but the $200 million loan plus grants from Norway, which are I think, early stage development loans. But the Nepalese smart meter Road Map does go into more detail and makes an interesting read.

I have been watching Nepal for sometime now and thought you might want to have a read of these two articles. They fit nicely with your link regarding 200 million loan from ADB.
It looks like going to be between RF and GPRS , or a mix of them both.

Go to page 11 through to 17
"Adoption of the most suitable technology and cost-effective platform for the rollout of the smart
metering solution consistently across Kathmandu Valley and Nepal, e.g., the use of radio frequency
(RF)–based or General Packet Radio Service (GPRS)–based smart meters instead of power line
carrier (PLC) communication, to overcome the shortcomings of the existing distribution network;
(ii) Integration of smart metering with the existing billing system and the geographic information
system (GIS), as and when smart metering is implemented in the respective DCs; and
(iii) Preparation and implementation of a master plan for upgrading distribution assets, by December
2019."

"The NEA aims to deploy 5 million smart meters in phases by 2025. It has already planned the deployment of
98,000 smart meters in two DCs in Kathmandu Valley by May 2020, and will complete the installation of a total
of 450,000 smart meters in 10 DCs in Kathmandu Valley by May 2021.
The NEA plans to deploy a total of 3 million smart meters by May 2023 and 5 million smart meters by May
2025. A summary of the deployment plan for smart metering in Nepal is presented in Table 3. The NEA will also
conduct pilot projects in each of the six DCs, one center under each regional office (except where 98,000 meters
are being deployed in Kathmandu Valley). These pilot projects will involve a few thousand meters and will be
completed by September 2020 to enable a quick transition to a large-scale rollout."

It mentions a pilot for around 90, 000 units in Kathmandu Valley
In this article from August 2019 entitled "NEA starts implementing Smart electricity meters"
it says "They have an RF module inside the meters which sends the recorded digital information to the server through several connectivity options like WiFi, non-cellular IoT (Zigbi, Lora, Sigfox and more) and cellular connectivity (2G, 3G, 4G and beyond)."

The $200 million loan by the Asian Development Bank, is " ...... to modernize and reinforce the country's energy sector." No mention of timescales or smart meters, but a specialist at the ADB commented " The project will help sustain Nepal's improved electricity supply momentum over the past two years."
There is also a $35 million grant issued by the government of Norway to install new and upgrade existing sub-stations. So I suggest that the loan is mainly to deliver on the Nepalese smart grid infrastructure deployment/development.
There is also a " Smart Metering Road Map for Nepal " that was published during December 2018, that does however go into some detail into the Nepalese aspirations for a smart meter roll-out:-

It does not mention a delivery solution, from what I have read and would suggest that these projects usually have more than one delivery solution, anyway. Also, as we have come to acknowledge, time-scales are an aspiration and can slip.
