He is obviously extremely confident, as vast majority of investors in AMC are, that the licence is a given and that it will be approved by the PM in the very near future. He is not breaching market rules because the company has not yet officially been granted the licence. Plus dont forget about the huge share options that RY and the management team have, that they can be taken at any time despite the SP, so he has no need to buy anymore. It's a no brainer taking AMC shares in lieu of salary and bonus at this stage, because in all liklihood they will be worth over 300% very soon imho!
