Again it may just be coincidence, but as said it does seem a little odd. the icsid basically backtracked on a stand alone hearing on authenticity of documents. This was to be part of merits stage, schedules had all been set. not to mention the fact that this request was made when merit stage was just about to e entered into.
Don't know how much you have followed or researched chl and the roi. The R.O I went down the same route by saying they wanted to change future as regards agreements with conventions and drop out etc etc. Since then it seems that the arbitration (icsid Washington) have somehow become a little more lenient or compassionate to their request and possible underhand delay and corrupt history than they were before. these are all my opinions of course on all what I have read and researched, yet the whole world plays politics and future benefit in my experience, even when it needs to include a little back tracking for the benefit of all, including corrupt and powerful world entity
That was the best post I have ever read on here from you. that's not saying you haven't made other good ones. One question though over should have come to the table to negotiate and have failed. How can you be so sure that at the table to negotiate (or simply drag it on to suited time) is not the reason for delay, or what most of us considering every possibility here, would deem a possible reason for delay. Lets be totally honest in corrupt society and even a.i.m circles nobody has a clue as to what goes on.
