It is patently clear to me that the Zambian Government might pretend to care about Kabwe residents, but it has sat on its hands for at least a decade (and arguably since the closure of the mine in 94) and not really done anything to encourage clean-up and development.

Their incompetence hitherto can only be matched by that of the last 2 sets of Directors.

Let's get the idea out of our heads that the successive ZG regimes or ZEMA or, frankly, the World Bank care, because if they did, they would have collectively acted sooner.
