Food chains do not need to start by adding all of there restaurants at once.
I can see no reason why they cannot start by addjng just London based restaurants initially.
The chains can then roll out the remainder.

Firstly the article was written in Dec 18.
The normal quiet month for restaurants.

The article is representing a minority of restaurants.
The majority are still "open for business" and the majority will turn to the likes of Bigdish to increase revenue.

Unfortunate for some but the article is very positive for Bigdish.

The minority will go out of business anyway for lots of different reasons.
Mis managed, crap food etc.
Brexit or no Brexit, people still eat.
