That is some list, Smiley. I like your optimism but given past experience (where nothing has been delivered), I think the chances of all of that happening in that timescale is zero. I'd be amazed if any of those happened in the timescale that you are suggesting.

I doubt very much if the 6 million will be deposited in one go and, if the Zim gov't are wise, they should pay GR in instalments with associated targets. Personally, I think that would be better for shareholders as well- it doesn't give GR the chance to squander it.

I'm certainly not convinced that GR will have a new CEO lined up yet and calling off the KME/HBR deals probably has thwarted our hopes of getting a new CEO anytime soon.

I can see this big dream bubble slowly bursting through to August, how ever if you get the 3rd one down on your list you may have a chance for the rest to follow.
Trouble is the 3rd one is the biggest pipe dream of them all.

It all depends on the plan at RHA. Yes we may need a placing but with a timeline like that, in this instance I would take it. I wouldn't like it but with a higher SP it makes sense to bite the bullet and possibly fund for a long duration. But I'm in for DFS and others aren't so people just need to pick their exits right and/or focus on why they invested in the first place.

I would like to see
- 6 million singed by end of April
- RHA development plan including immediate (or as close to) produciton
- New CEO installed by end of May
- EPO on Zulu granted early May
- Zulu drilling report early May if not next week
- Indicated/probable resource upgrade by middle of June
- Measured/Proved resource late July/August (on core section only if not slightly more)

Then work can begin on completing the 20'000m of drilling (if my memory serves me right) on the expanded area to get to DFS stage to increase the tonage of the proven resource and get closer to our 160 mt of lithium!

The first news is the 6 million then hopefully the timeline then starts in earnest.

Good luck everyone. If luckyboy was right (and he generally is) then the BOD are apparently in ZIM w/c 29th to speed up matters. So not long to wait for us suffering shareholders!

No need to ramp PREM. Once the $6m funding is released, a drop in the ocean will move the sp north. Recent raise for working capital was done in Feb 19 and the one b4 that on Aug 18 so is good for another 6 months. CEO has 600m+ shares in PREM.

Also a reminder that the RHA tungsten asset has a gravity processing plant ready to go into production as soon as the govt funding is received. Production targets of 5,000 tonnes of wolframite per month just from the underground alone.

It's quite apparent now that Prems BOD's have little taste for further dilution at the current SP levels. From what Prem have said as far as I can tell HBR isn't being pursued any more at the moment and the SPA with KME is under review. Both of those transactions if pursued later are going to need shareholder support and personally I’m not in favour of supporting them in the way the BOD’s has proposed so far.

Despite some scaremongering about a further placing being needed soon to cover Prems running costs simple maths paint a very different picture to me. Prems cash control and cash flow forecasting is sure to be a priority within the company although relatively straightforward for those doing it.

I'm probably stating the obvious I know but RHA has proven to be millstone round Prems neck for several years now. It's been an extremely costly exercise not helped by what's turned out to be a prolonged and deep Tungsten price route. There’s been a string of costly management mistakes made and they’ve been laid bare many times for all to see. As far as I can tell Prems BOD’s recognise those mistakes too and are not in denial for their part.

The BARA report and Technical Study RNS’d last October was targeted primarily on the underground mine and very little else. The study was undertaken to evaluate the options for re-establishing production and to provide an independent assessment. It’s scope excluded the open pit and the tailings.The study didn't review the LOM economics associated with the previously declared gross underground inferred resource either.

It follows then that the study cannot and should not under any circumstances be used as a basis for an overall financial appraisal of the mine. I've said it before but to reiterate it was never intended to be used for that purpose. Production of WO3 concentrate at the mine will be from several sources including the pit and tailings so obviously to attempt to place an overall value on the mine based on just the underground mine is pointless.

Prior to receipt of the Governments letter received late last December Prem had decided to restart the mine by focussing on the underground workings where it left off over a year ago. The option of constructing a new decline shaft although preferred was not under consideration at that time. Receipt of the Government's letter with the promise of funding appears to have opened up the options completely and overturned that decision now.

The $6m funding will be transformational for both RHA and Prem in many profound ways. Most significantly it will be a demonstration of the Government's full isupport for both the mine and Prem at all levels political and financial. It will also enable Prem to calculate an up to date valuation for RHA and remove the impairment Prem currently carries to name but two.

For my part I believe the Government intend to enter into a revised Shareholder Agreement and invest $6m in RHA quite soon now. I personally don’t need to see the Governments promissory letters to be convinced they exist and their offer is genuine. I believe what the RNS’s are telling us is true. Prem are prevented from disclosing the letters by law and wouldn’t be allowed to do so by the Nomad even if they wanted to. There’s enough professional third parties involved in the reporting process that have a responsibility for me to believe the letters exist and say what we've been told without me having to see them. The indication that this is going to happen and quite soon is extremely compelling. Here are some clear signs but they’re by no means exhaustive :-

There’s been numerous letters referring to the funding since the first promise made in writing by the MOI on behalf of the Government just before Christmas. Conversely there has been no written correspondence or discussions held in meetings with the Government since then saying the offer has been withdrawn.

The new Shareholder Agreement incorporating the finance was agreed in principle a few weeks ago with the MOI. Since then the MOI has been orchestrating approvals from other parties necessary to complete the Government's internal protocol before signing I believe. As I understand it that process is now complete and all that remains is the final signature by the Minister.

The finance agreement has been well reported in the local thenational and the international press as well as on numerous websites on the internet. No news of the offer being rescinded has been released.

Prem have also received directions in writing on what the money has been provided for and is to be expended on. That’s been RNS’d.

Confirmation that the MOI has now been assigned the facility has also been received in writing and that too has been RNS’d
